Getting Soul Skill / Civil Delegate

Starting off, you'll need to be at least level 371 Mortal to get the skill, if not then you can't. Why? Because I said so hahaha
Anyways, back to topic, you'll need a Secret Stone to get the skill. Depending on what class you are, you'll have to get different stones.

Okay, so...

Water - TransKnight
Wind - Hunter
Sun - Foema
Land - BeastMaster

That wasn't hard huh?
But, Wind Secret Stone will cost a bunch.. It's approximately 100 million for 1 stone while the others are like 5-20 million each.

The person you'll hand in the Secret Stone is Civil Delegate! (Remember that you'll have to be on the server you're Citizen in to be able to get the Soul Skill).
After that you'll get the skill on your... Skill Book? (Press S)

Also, the duration of the Soul buff will depend on your level, if 400 it will last 400 seconds, if 371 I believe it's 371 seconds. You get the point ^^

The delfault Stats will be STR/CON when you get the skill. Though you can always change it through Ehre in Erion. But you'll have to pay her some Jewels depending on what stat you want the Soul to add.

Civil Delegate Soul

The Civil Delegate soul only lasts for an hour, it's kind of useful when it comes to PK and hunting. Though most events doesn't allow this buff anymore because it's not fair for the players who doesn't have it and while some classes have more advantage of it than others.
To get Civil Soul you will need a Lak Scrap. It's easily obtained from Quests, mobs around the map, Water N and of course shops.

During the Channel War (CW), you'll be able to pay the Civil Delegate in your server a Lak Scrap in exchange for the Soul Buff.

That's the time of 06.00-07.00 Game Time on every weekday. Unless they've changed it for some reason I don't know hahah.

Anyways, what you will gain from the Civil Soul is:

Duration: 1 Hour
10 000 HP
2 000 STR
2 000 INT

Personally I hate it because if you want to kill someone you shouldn't need to get some extra buffs that aren't from your skill master or anything. But yeah, it's kind of your own choice.
